FAA Awards ASI a 12-Year, $875M Contract to Build Its AI-Powered SMART Air Traffic System

The news dropped this morning: the FAA has awarded ASI (Airspace Intelligence) a 12-year, $875 million software and AI contract to deploy the Flow Management Data & Services (FMDS) and Strategic Management of Airspace, Routing, and Trajectories (SMART) programs. This is one of the more consequential aviation technology contract awards in years, and the fact that the startup beat out larger competitors Palantir Technologies and Thales makes it even more notable.

What SMART Actually Does — and Why It’s Different

The current U.S. air traffic control system is fundamentally reactive. Controllers manage separation in real time, and the forward planning window for strategic conflict resolution is roughly 15 minutes on a good day. SMART is designed to change that — it’s an AI platform that would let controllers spot and resolve flight conflicts up to two hours before they happen. The system analyzes airline schedules, weather, airport capacity, airspace conditions, and operational constraints to predict traffic flows and identify potential conflicts before they occur.

The scope of the ambition goes beyond just the next few hours. SMART aims to reduce delays, cancellations, and schedule deviations by strategically deconflicting projected trajectories and sharpening predictions, with the system envisioned to look anywhere from hours to six months into the future. That’s a fundamentally different model for how airspace gets managed — one where the system is proactively reshaping schedules and routing well upstream of departure, rather than patching conflicts as they materialize.

Critically, it’s intended as a workload reduction tool for air traffic management, not a replacement for human controllers, who will retain responsibility for separating aircraft and safety-critical functions. That framing matters a lot, both for regulatory acceptance and for controller workforce politics — and having spent time on the operational side of aviation tech, I’d say it’s the right framing. Tools that augment the human decision loop tend to actually get deployed; tools positioned as replacements tend to get stuck in purgatory.

Why ASI Won — and What It Signals

ASI’s Flyways AI platform already manages over 40% of all U.S. air traffic through partnerships with major airlines, using the same kind of 4D modelling and optimization that SMART requires. That production track record is almost certainly what separated them from the field. Unlike traditional government modernization efforts that require years of custom development before deployment, ASI enters the SMART and FMDS programs with technology already operating at scale, with the Flyways AI platform currently supporting flight routing, air traffic management, and safety across a substantial share of U.S. commercial aviation.

The decision also says something broader about procurement philosophy. The FAA and DOT have been under significant pressure to show tangible modernization results — the agency has targeted an initial operational SMART deployment for fall of 2026 — and selecting a vendor with proven, live deployments rather than a proposal-stage solution reflects a genuine shift toward delivery-first thinking. Whether that September target holds is another question; FAA certification advisor Steve Fulton acknowledged at the June 15 FAA/EASA safety conference that operator partners were telling the FAA it was moving too fast, which is an unusual dynamic to hear articulated publicly.

The broader ATC modernization context is worth keeping in mind as well. The FAA has received $12.5 billion from Congress for air traffic control modernization and estimates it needs an additional $20 billion to complete the overhaul. SMART and FMDS represent the software and AI intelligence layer on top of what is already a massive infrastructure replacement program.

What This Means for Flight Operations

From a flight operations standpoint, the downstream implications of a working SMART system are substantial. Airlines for America said the program will make air traffic more efficient and timely, providing carriers with more efficient routings and more predictable information about system capacity to balance capacity and demand. For airline dispatchers and OCC teams, earlier visibility into trajectory conflicts and capacity constraints could meaningfully change how pre-departure planning is done — if the data feeds and APIs actually reach airline operations systems in a usable way, which will be the real integration challenge to watch.

There’s also a longer arc here that I find genuinely interesting. A system that sees two hours ahead changes what’s possible for drone and eVTOL integration, too — SMART is functionally the missing infrastructure layer between drones and everyone else sharing the sky. That’s not a near-term story, but it’s the right way to think about what this contract is actually building toward.

ASI has gone from a 150-person Boston startup to the centerpiece of U.S. airspace modernization in a single contract award. Execution, as always, is where the story gets written.
