Skykraft's Board Hire Is a Signal That Space-Based ATC Communication Is Moving From Science Project to Commercial Bet
When a startup brings in someone like Teri Bristol — who ran the FAA’s Air Traffic Organization, one of the largest and most complex air navigation service providers on the planet — it’s not a routine board appointment. It’s a signal about where the company thinks it is in its maturity arc and what doors it needs opened next.
Skykraft, the Canberra-based space services company, confirmed Bristol’s board appointment on August 11 as it continues building out its satellite constellation for space-enabled ATM services. The company’s pitch has always been technically compelling: a constellation of low-Earth orbit satellites providing space-based VHF voice and data communications alongside ADS-B surveillance, with global coverage that extends to oceanic and remote regions where ground-based VHF infrastructure simply doesn’t reach.
The Real Gap This Is Trying to Close
The communications problem Skykraft is targeting is old and genuinely frustrating for anyone who has flown or planned flights across oceanic tracks. Voice radio communications in the VHF band are the standard exchange between pilots and air traffic controllers — but VHF services are only available when the aircraft is within range of a ground-based radio, which means vast portions of the Earth’s surface, including most of the world’s oceans, are simply not covered. CPDLC and HF radio have filled some of that gap over the years, but I’d put the honest assessment somewhere between “genuine pain point” and “mostly solved” — CPDLC in particular has made oceanic operations more manageable, but it’s a workaround layered on top of a structural coverage gap rather than a real fix. HF has always felt like that, too. The gap is real; it’s just been papered over well enough that most people stopped loudly complaining about it.
Skykraft’s system is designed to provide global space-enabled ADS-B and VHF communications services, essentially replicating over-ocean what pilots and controllers take for granted near airports and over continental airspace. A world-first trial of space-based VHF voice communications was successfully completed by Skykraft as part of their development program, and the satellites provide voice radio communications in the VHF band between pilots and air traffic controllers anywhere on Earth.
That “anywhere” is the operative word. It’s the same promise Aireon made with space-based ADS-B — and Aireon’s trajectory (now consolidated under Iridium, as I reported in July) shows both how real the demand is and how long the path from demonstration to operational deployment actually runs.
What the Board Appointment Is Really About
Skykraft appointed former FAA ATO chief Teri Bristol to its board as it advances satellite-based VHF communications for global air traffic management. The choice of Bristol specifically is telling. The ATO isn’t just an operational body — it’s a major customer and standard-setter for any ATM infrastructure that touches US-managed airspace, including the oceanic regions the FAA coordinates over the North Atlantic and the Pacific. Getting that kind of regulatory and institutional credibility on the board suggests Skykraft is preparing for the kind of conversations that turn demonstration programs into contracted services with ANSPs.
That’s the real underlying shift here. The constellation aims to provide what would be the world’s first full-service space-enabled air traffic management service, and reaching that milestone requires navigating not just technical certification but a complex web of ANSP relationships, ICAO standardization, and bilateral agreements between national authorities. Someone who has sat at the top of the FAA’s operational side understands that landscape in a way a pure aerospace engineer does not.
I do think it’s a reasonable strategic move, though I’m not entirely sure it’s the most commercially urgent one at this stage. Skykraft’s near-term opportunity probably sits more naturally in Asia-Pacific and oceanic airspace managed by non-US ANSPs — the geography of their constellation and their existing partnership work points in that direction. A board hire with deep credibility at, say, Airways New Zealand or JCAB would have sent a sharper signal to those markets. The FAA connection opens important doors, but US-managed oceanic airspace isn’t where the first contracted revenue is most likely to come from. Whether that’s the right sequencing is a fair question.
On the broader strategic question, this looks more like the Aireon playbook than a departure from it — heavyweight institutional credibility as a prerequisite for ANSP trust, followed by the long cycle of standardization and procurement. Aireon needed Iridium’s backing and NAV CANADA’s early commitment to get there. Skykraft appears to be betting that Bristol’s network gets them into equivalent conversations faster. That’s a reasonable read of how these deals actually get done; having spent time on the bid-management side of aviation technology, I’d say the technical demonstration is rarely the hard part. The hard part is the institutional trust-building that converts a compelling proof-of-concept into a signed service agreement.
From a flight-planning and cockpit perspective, the practical question isn’t whether satellite-based VHF eventually works — the trials suggest it does. The question is how quickly it gets standardized into the procedures and avionics integration that make it usable in actual operations, and whether the eventual service model looks more like an Aireon-style infrastructure layer or a direct ANSP-contracted service. That distinction matters enormously for how the capability ultimately reaches the flight deck.
Skykraft is still in the early innings of commercial deployment, and there’s a long way between a successful technical trial and global operational service. But the strategic moves it’s making right now — constellation expansion, board composition, ANSP partnerships — look like a company that believes the window is opening.
